    Job Summary: This position entails two primary functions. The first is to create digital maps of property boundaries based on legal descriptions found in real estate deeds and/or surveys. The second is to maintain digital files of the maps generated and other documents related to GALT’s conservation easement portfolio and to manage other databases as needed. More specifically, tasks within each area of responsibility will include:

    Cadastral Survey Reading & Mapping

    1. Digitally mapping individual real estate parcels/tracts using data from real estate deeds and legal descriptions . Final maps will be in .kml, .kmz, or .shp files depending on the need. Maps can be generated from systems such as AutoCAD or Esri’s ArcGIS Pro.

    2. Applicant must be able to create maps from source documents and survey calls. Deed reading services such as Deed Reader Pro can be used to support deed interpretation, but the applicant must also be able to map without AI assistance and not relying on county tax assessor maps.

    3. Applicant must become familiar, if not already familiar with, different data source types in Georgia and Alabama. For example, Alabama surveys often use the Public Land Survey System (PLSS) data showing land divided into a grid of townships and sections, while Georgia surveys often reference "land lots", referencing specific, smaller parcels of land created within those sections for ownership or sale.

    4. Applicant must be able to look up and pull recorded deeds from courthouse records.

    5. Applicant will need to compare changes in boundaries when a property is sold or subdivided by reading and mapping legal descriptions and/or surveys.

    Records Management

    1. The Records Manager will be responsible for maintaining property records on a Microsoft SharePoint database as well as in a conservation-specific database.

    2. The Records Manager will set up new folders and files as necessary to track transferred and subdivided properties.

    3. The Records manager will need to call landowners, closing attorneys, surveyors or other related parties as needed to clarify questions related to deeds and surveys. Customer contact skills are important.

    4. There will be additional record management duties on a routine basis as well as associated with special projects and portfolio record updates.

    Qualifications and Experience: 

    • Commitment to the goals and mission of GALT. •
    • Associates degree, Bachelor’s degree, or documented training in GIS, Mapping, Surveying or other related fields. Applicants are encouraged to describe pertinent experience.

    Geographic Information System (GIS) Specialist analyzes and monitors system applications, programs, and/or databases. Specialists create test data and evaluate test results to determine system/application performance and identify potential errors. Specialists design, develop, and modify system applications, programs, and/or databases. GIS Specialists analyze Geographic Information Systems (GIS) data for use in various settings (e.g., urban planning, infrastructure development, public health) using ArcGIS applications, maps, graphs, and/or tabular data to identify spatial relationships. Specialists design or coordinate the development of integrated Geographic Information Systems (GIS) spatial or non-spatial databases using multiuser relational database management systems (e.g., ArcGIS, Oracle, Microsoft SQL) in order to develop and map thematic layers of GIS data (e.g., administrative areas, site addresses, ownership and tax parcels, health trends, Orthophotos, etc.). GIS Specialists create and modify system documentation and user guides. Specialists train others to provide knowledge and understanding of work processes to ensure compliance with procedures and standards. They aid programmers/analysts or other personnel. GIS Specialists serve as on-site administrators for various systems or applications by providing user support, installing system/application updates, and managing user access rights for user systems. GIS Specialists do not have any supervisory responsibilities.

    TYPICAL JOB DUTIES:

    • Provides service to internal and/or external customers.
    • Assigns and Verifies addresses for the City of Birmingham according to NENA Standards, Alabama 911 Board Best Practices, as well as all State and Local Ordinances
    • Analyzes Geographic Information Systems (GIS) data for use in various settings (e.g., urban planning, infrastructure development, public health, election coordination) using ArcGIS applications, maps, graphs, and/or tabular data to identify spatial relationships.
    • Verifies the accuracy and completeness of geospatial and tabular data records by reviewing spreadsheets, legal descriptions, aerial maps, paper or digital drawings, or ArcGIS/ESRI data to identify data errors and ensure all Geographic Information System (GIS) database information is correct and up to date.
    • Creates, maintains, and updates a Geographic Information System (GIS) database by updating or entering tabular or geospatial data using specialized GIS software (e.g., Esri, Arc Info, ArcGIS) to ensure GIS data is up to date.
    • Produces, maintains, and distributes data layers, maps, tables, or reports by performing data extraction and various spatial analysis techniques using GIS database and various reporting software to provide requested information and meet user needs.
    • Engages in activities designed to ensure professional development, awareness of developments in the field, and knowledge of relevant practices, rules, laws, policies, and/or guidelines.
    • Engages on cross-department/municipality projects by working with others to establish project goals and deadlines, performing duties within the project scope, and communicating throughout projects (e.g., attending meetings, producing reports) to stay informed or communicate progress towards goals.
    • Creates training materials and facilitates training sessions to provide knowledge and understanding of work processes and ensure compliance with procedures and standards.


    Requirements

    PREFERRED QUALIFICATIONS:

    • Education in Geographic Information Systems (GIS), including but not limited to an associate’s degree or higher in GIS, Geography, or Geospatial Mapping and/or certification from an accredited source (e.g., ArcGIS, GISCI, ASPRS, Esri Technical). 
    • Work experience using spatial database software such as SQL or Oracle (e.g., creating/editing fields, setting dropdown options, programming, etc.).
     

    Critical Knowledge:

    • Knowledge of Next-Gen 911 (NG911) systems and standards
    • Knowledge of automated mapping and information processing methods and techniques.
    • Knowledge of geographical information systems (GIS) computer system operations.
    • Knowledge of geographical information systems (GIS) hardware (e.g., plotters and scanners), data communication, and network methods and techniques.
    • Knowledge of GPS systems used for mapping.
    • Knowledge of ESRI software (e.g., MapInfo, Arc/Info, ArcGIS, etc.).

    Job Summary

    This position is responsible for applying GIS technology to the County operating departments.  This position also serves as a business technologist for assigned departments.     GIS Technical Assistant Position Overview:

    This is an entry level technical position with emphasis performing GIS data gathering, collection, digitizing, conversion, editing and analysis. Applies cartographic standards to prepare maps and exhibits using GIS datasets. Apply and maintain GIS production standards in the creation and modification of GIS data. Enter as-built, survey data, field notes, plats, legal descriptions, address information, etc. in continuous effort to keep GIS databases current. Assist customers and employees with basic GIS information inquiries and maps.

    The GIS Technical Assistant is a temporary, part-time position. The eight-week program is expected to start on Monday, June 02, 2025, and conclude on July 25, 2025. Details concerning orientation will be sent to the chosen applicant at a later date.
